This is NOT a traditional Nendoroid hairpiece.  It is made of a rubber or silicone like flexible material so you can stretch it over Eleven's other hair/faceplates.  It won't fit over other Nendoroid hairs, but it should fit over the archetype heads or other bald Nendoroid heads.
